TRENDS IN THE DEVELOPMENT OF THE ROAD HAULAGE INDUSTRY IN RUSSIA
Abstract
The article provides an overview of the state and main trends in the development of the automotive cargo transportation industry in Russia. The slowdown in economic growth, unfavorable conditions in world markets, and the COVID-19 pandemic have led to a stagnation in freight turnover in Russia. Nevertheless, road freight transportation showed growth in 2019. This was facilitated by the increase in retail trade turnover, the implementation of a number of large-scale infrastructure projects, including the construction and commissioning of new high-speed roads, bridges, as well as the reconstruction and repair of facilities in operation. The range of transportation has increased, the use of electronic document management and digitalization of pre-trip control of vehicles and drivers are being introduced. There is a redistribution of Russian cargo flows from Europe to Asia. However, as of August 2020, freight turnover and the volume of cargo transportation by road transport turned out to be lower than in 2019. Among the factors that have a negative impact on the market, one can single out the constant growth of the cost of fuel, tougher requirements of regulators, increase in taxes and duties and cancellation of previously introduced benefits; increase in fares for toll roads. High empty mileage reduces transport efficiency and creates congestion on key routes. The number of obsolete vehicles is growing in many modes of transport, except for rail and air. In the opinion of road freight carriers, the development of the industry is slowed down by the low transparency of the market, artificial understatement of prices by a number of carriers, which speaks of unfair competition. Infrastructure development is still not sufficient to handle freight traffic. Maintaining the competitiveness of the industry requires investment in new ways to improve service quality and security.
