JUSTIFICATION OF INDICATORS FOR ASSESSING THE EFFECTIVENESS OF AGRO-INDUSTRIAL PRIORITY DEVELOPMENT TERRITORIES (ON THE EXAMPLE OF LAND RECLAMATION FARMING)

Abstract

The purpose of the study presented in the article consists in identifying and justifying the indicators of assessing the effectiveness of the agro-industrial priority development territories functioning created for the development of the land reclamation sector of the Russian agro-industrial complex. Materials for the study are the legal and regulatory, and normative and methodological documentation applied to the creation and functioning of territories with special economic status, including the status of priority socio-economic development territories, as well as regulating activities in the field of agriculture and land reclamation specifically; works of Russian scientists; reference and information Internet resources. In the process of the study methods of data analysis, statistical processing and generalization have been used. The work considers the mechanism of recovery and development of the Russian land reclamation complex through the organization of agro-industrial priority development territories, focused on the expansion of reclaimed land and the improvement of land reclamation systems. To assess the efficiency of functioning of such territories, it is necessary to use both the main indicators of assessing economic and social indicators and additional indicators corresponding to the target function of the created priority development territories. On the basis of the research, conclusions have been made that in order to determine the level of achieving planned indicators set when creating agro-industrial priority development territories on the basis of land reclamation technologies, it is necessary to use production efficiency indicators on the reclaimed lands, indicators of target use of reclaimed lands and indicators that characterize the efficiency of using resources in agricultural production as indicators. In addition, it is necessary to take not only the number of newly created jobs into account, but also the increase in income of households, the participants of which are the residents of agro-industrial priority development territories.
