CONCEPTUAL FOUNDATIONS OF THE PROFESSIONAL DEVELOPMENT MODEL FOR EDUCATIONAL ORGANIZATIONS’ MANAGEMENT TEAMS IN THE CONTEXT OF CHANGES (ON THE EXAMPLE OF THE PSKOV REGION)

Abstract

The relevance of the research is determined by the necessity to study the Russian and foreign experience in pre-service and in-service training of general education organizations’ managers that is aimed at developing the conceptual framework for transforming the regional model of professional development in the field of general education. The authors note that in the face of changes, when the manager is demanded versatile knowledge and skills, which entails the requirements to develop professionally. Moreover, the professional development means more than acquiring new knowledge. It signifies the ability to apply the obtained knowledge in current activities and strategic planning. This circumstance has raised a series of questions to the regional and municipal authorities that request scientific generalization. The most urgent issues are the problem of enhancing the managerial component in training the head teachers’ corps and changing the system of additional professional education for school administrators. In order to find out the demand for professional development programs, the authors have conducted the survey, which respondents were 87 people – heads and of the Pskov region educational organizations and their deputies. The teaching experience of the considerable part of the respondents constitutes more than 20 years, whereas their experience in the managerial position varies from five to ten years. Having taken the results of the survey into account, the authors proposed the conceptual interaction framework for the subjects of the new professional development model. Within this model the authors have defined the role of the participants of the new regional additional professional education system, formulated the principles of educational programs for educational organizations managerial personnel. The system of additional professional education in general education of the Pskov region is considered as an approbation of implementing the proposed model professional education model. The authors claim that the generalized results of the research can serve as guidelines for developing the conceptual foundations of a new regional model of professional development.
