THE MAIN DIRECTIONS OF IMPROVING THE MECHANISMS FOR IMPLEMENTING THE STATE SUPPORT FOR AGRICULTURAL SECTOR
Abstract
The article considers the directions of improving the mechanisms for implementing the state support of agricultural sector in the context of geopolitical and geo-economic instability. The purpose is to substantiate the priority directions for financing the industry. The methods of abstract and comparative analysis, as well as monographic and computational-constructive ones were used in the work. The information-analytical basis of the study was the data of official statistics. On the basis of the program-targeted approach, a deep and comprehensive analysis of the effectiveness of implementing the main directions of agriculture state support was carried out. In particular, the paper presents the transformation of mechanisms of financial support for the economy agricultural sector in the framework of the state programs implementation in the absence of a clearly defined strategy for agricultural development. It assesses the budget financing of the sector and outlines its advantages and disadvantages. The article proves the priority of agriculture indirect support methods, the key ones being the financing of agricultural science and education, innovations and maintaining the consumer demand. The comparative analysis of foreign experience in providing budget support for the economy agricultural sector has shown that the qualitative characteristics of economic growth in agriculture demonstrate the dependence on indirect methods of budget support. It is proved that the redistribution of the agricultural sector state support in favor of science, education and innovation can have a significant impact both on the efficiency of budgetary funds use and on the quality of economic growth in agriculture. The results of the study can be used by the authorities of all levels to improve the mechanism of implementing the state support for agricultural sector.
