WORLD EXPERIENCE IN ORGANIZING CONVENTION BUREAUS AS A FORM OF EFFECTIVE MANAGEMENT OF THE BUSINESS TOURISM MARKET

Abstract

The article is devoted to the study of effective models of convention bureaus in the field of business tourism based on the analysis of world experience and the possibilities of their adaptation to Russian conditions. The relevance of the research is due to the growing role of business tourism in the global economy and the need to strengthen Russia's position in this market. The aim of the work is to develop an algorithm for the implementation of successful foreign practices of the convention bureau, taking into account regional characteristics, the level of infrastructure development and the regulatory framework of the Russian Federation. The following tasks were solved to achieve this goal: a review of international practices was conducted, statistical data from the reports of the International Congress and Convention Association (ICCA) and Global Business Tourism Association (GBTA) were analyzed, key success factors of convention bureaus in leading countries were identified and approaches to their adaptation to the Russian context were substantiated. The methodological basis of the study includes a qualitative analysis of the experience of foreign convention bureaus and statistical analysis of international reports. The features of the convention bureau's activities in Europe, Asia and North America, as well as the experience of Russia's closest neighbors, such as Kazakhstan, were considered. As a result of the research, an algorithm has been developed for the effective transfer of world practices to Russian conditions. The need to strengthen public-private partnerships, digitalize processes and introduce educational programs for industry professionals has been identified. The practical significance of the study lies in the possibility of using the developed algorithm to create convention bureaus in Russian regions, which will help attract international business events and stimulate economic development. Prospects for further research include an assessment of the economic effect of the introduction of convention bureaus and the search for new models of interaction with business and government agencies in the context of global competition. The article may be useful to researchers, experts in the field of tourism, as well as representatives of public authorities and businesses interested in the development of business tourism in Russia.
