A SECTORAL APPROACH TO THE MANAGEMENT OF LAND PLOTS AS OBJECTS OF TERRITORIAL REAL ESTATE MARKETS
Abstract
The article examines the application of the sectoral approach in managing the territorial real estate markets of the Russian Federation. The authors consider land resources as a strategic asset, taking into account their use in various sectors: agriculture, industry, forestry, and water management. The paper highlights the need to integrate quantitative and qualitative assessment parameters, such as the proportion of land categories, profitability levels, and environmental sustainability, to enhance management efficiency. Special attention is given to the development of a rating system that assesses the effectiveness of regional land resource use, identifies leading and lagging territories, and supports the formation of regionally oriented strategies. The purpose of the study is to explore the applicability of the sectoral approach to the management of assets in territorial real estate markets, including land plots with specific quantitative and qualitative parameters. Additionally, the study aims to identify directions for the development of the land management system as it pertains to real estate assets in the regions of the Russian Federation. The practical significance of the research lies in the development of tools to optimize land use structures, increase transparency in management processes, and attract investment into territorial real estate markets. The approaches proposed in the article can also be applied in developing systems for monitoring the effectiveness of land management, facilitating the creation of databases for analysis, forecasting, and strategic decision-making at various levels of governance. The study’s findings can contribute to the development of comprehensive strategies for the sustainable development of territories, enhancing their investment attractiveness, and strengthening the socio-economic potential of the regions.
