THE PRICE ZONE OF HEAT SUPPLY AS AN EFFECTIVE INNOVATIVE MECHANISM FOR ATTRACTING INVESTMENTS TO THE REGIONS

Abstract

The current state of Russia's district heating system dictates the need to upgrade it and, consequently, attract significant investment. However, the existing pricing approaches in this area are extremely unattractive for investors, since there is no guarantee of a return on invested funds. The most progressive pricing method today is the "alternative boiler house" method, which provides for the establishment of contractual prices limited to the maximum (marginal) price level determined by the authority of the subject of the Russian Federation responsible for setting tariffs in the region. The article analyzes the experience of implementing a pricing model in heat supply – "alternative boiler house". The positive experience of implementation was noted, including an increase in investments in the centralized heat supply system by more than 2.5 times. Indicative price limits (hereinafter referred to as IPL approved by regulatory authorities in the field of pricing for 2024 for 242 municipalities are considered. The conclusion is made about their significant differentiation, the main factors influencing the level of IPL are determined. The dynamics of changes in the marginal price level, the IPL and the price at which the consumer purchases thermal energy in Vladimir and Ivanovo are analyzed. The conclusion is made about the effectiveness of an innovative approach to pricing using the "alternative boiler house" method and price zones of heat supply, the transition to which allows, with a planned not sharp increase in prices for thermal energy, to increase significantly the volume of investments in the heat supply system of the regions. It is noted that the price zone of heat supply allow ensuring a balance of interests of the heat supply organization (investor), the consumer and the state.
