ENTREPRENEURSHIP SUPPORT FUNCTION IN UNIVERSITIES AND THE EMERGENCE OF TECHNOLOGY STUDENT STARTUPS

Abstract

Scientific and technological development in the Russian Federation is a priority at the federal level, forming the basis for ensuring the technological sovereignty of the state. In the context of the development of a sovereign economic model, the formation of entrepreneurial skills among students of technical specialties of Russian universities is of particular importance. The development of student innovative entrepreneurial activity allows forming a belt of technology companies around the university, which in turn ensures the transfer of technologies and knowledge of the university to the economy of the region and the country. The article analyzes the relationship between the level of development of student technological entrepreneurship in universities of small constituent entities of the Russian Federation and the participation of these universities in federal development programs, including the presence of innovative structures created within the university. We chose the number of student startups that received grant support under the Student Startup program of the Foundation for Assistance to Small Innovative Enterprises in Science and Technology (Fund for Assistance to Innovations, FAI) for 2022-2024 as the performance indicator. This grant is provided on the basis of a competitive selection among applications from students of all forms of education. The analysis is based on monitoring statistical data, open data from universities located in small regions with a population of up to 1,000 thousand people (self-assessment reports), as well as official information published within the framework of the Federal Project «University Technological Entrepreneurship Platform». The analysis revealed the dependence of the number of student startup winners on certain measures taken by universities to develop student technological entrepreneurship within the framework of participation in federal university support programs, as well as general trends in innovative activity. This study creates the basis for further study of the effectiveness of government support measures aimed at developing technological entrepreneurship, and the introduction of new target indicators for such programs that determine the actual number of operating enterprises formed at the university.
