ANALYSIS OF DIGITAL TRANSFORMATION TOOLS FOR REGIONAL INNOVATION SYSTEMS

Abstract

In the context of the global technological revolution and the transition to a knowledge economy, digital transformation is becoming imperative for ensuring sustainable development of regions. The relevance of the study is substantiated by the practical significance of analyzing the tools of digital transformation of the regional innovation system for an objective assessment of the effectiveness of the transformation process, the efficiency of digitalization programs, the formation of a system of key indicators of regional development taking into account its specifics, optimization of resource provision by focusing on the most effective tools, adjustment of regional policy in the context of modern challenges and threats, which is critical to ensuring technological sovereignty and sustainable development of the regional innovation system. The object of the study is the innovation system of the region. The subject of the study is the tools of digital transformation of the regional innovation system. The objective is to study the architecture and configuration of the tools of digital transformation of the region in order to develop scientific and practical recommendations for the formation of sustainable competitive advantages and achieving technological sovereignty of the region. It is necessary to solve a number of problems to achieve this goal: substantiation of the essential properties and structural characteristics of the regional innovation system in the context of the challenges of the digital economy; development of a classification and identification of key areas of effective application of the tools; analysis of key barriers and factors activating the success of the digital transformation of the regional innovation system; formation of practical recommendations for regional government bodies and innovation entities on the selection and implementation of appropriate digital tools. The methodology is based on a systems approach, which allows us to consider the regional innovation system as a complex system transformed under the influence of digital tools, based on a set of general scientific methods (induction and deduction, synthesis), theoretical methods (systemic, comparative, structural and functional analysis, abstraction, modeling) and empirical methods (statistical analysis, expert assessment method, content analysis). The scientific novelty of the study lies in the conceptualization of the tools for the digital transformation of the regional innovation system as an integral object of systems analysis for the development, on this basis, of an original methodology for assessing its balance, internal consistency and effectiveness. The obtained results of the study contribute to the development of theoretical and methodological foundations of innovation management and have applied significance for various entities of regional development: for government bodies (formation of target programs and roadmaps for the digital transformation of the regional innovation sphere); technology parks, business incubators, and innovation clusters (selection and implementation of digital platforms for managing innovation processes), research and educational organizations, and innovative enterprises (application of specific digital tools to improve the effectiveness of innovation activities). This study opens up several avenues for future research: examining digital sovereignty issues in the context of regional-level open innovation platforms, exploring the role of artificial intelligence and big data in forecasting innovation trends in regional development, and more.
