METHODICAL APPROACHES TO ASSESSING THE LEVEL OF REGIONAL DEVELOPMENT BALANCE

Abstract

The article explores methodological approaches to assessing the level of balanced regional development. The imperatives of effective regional development management are underscored by several key circumstances: the persistence of significant regional disparities, the need for data-driven management strategies, the ongoing digital transformation of the economy, the increasing importance of incorporating environmental, social, and governance (ESG) factors, and the growing impact of climate change and escalating environmental problems. Existing assessment methods are analyzed, and their strengths and weaknesses are identified. An analysis of methodologies employed for assessing regional development balance reveals a common structure: the selection of a set of indicators characterizing the system as a whole, and the subsequent calculation of an integrated balance index based on these indicators. A comprehensive methodology is proposed, based on the utilization of an indicator system reflecting the economic, social, and environmental dimensions of balanced regional development. An analytical research algorithm for assessing the level of balanced regional development is presented, consisting of three interconnected stages. Particular attention is paid to the application of taxonomic analysis methods for calculating integrated indicators and conducting comparative assessments of regions. The considered index allows for the ranking of regions and the formation of rating assessments. The proposed methodological approach to assessing regional development balance is considered promising, as the construction of a generalizing indicator allows not only for the determination of interrelationships between social and ecological-economic factors, but also for the identification of the degree of interregional asymmetry and the specific characteristics of development dynamics that are unique to different regions. The proposed methodology facilitates the acquisition of an objective and comprehensive assessment of the level of balanced regional development, which can be leveraged in the development of regional development strategies and programs aimed at reducing interregional disparities and enhancing the sustainability of territorial systems.
