ADAPTATION OF INTERNATIONAL PRACTICES OF SMALL BUSINESSES TO THE CONDITIONS OF THE RUSSIAN FEDERATION

Abstract

The article presents the results of a comprehensive analysis of the development of peasant farms in the Republic of Belarus, the People's Republic of China, the Republic of India and the Russian Federation. Based on a comparison of key indicators of the functioning of small businesses in Russia, government support measures, institutional conditions and applied technologies, systemic problems hindering the growth of peasant farms in the agricultural sector of the country have been identified. Such problems include: a reduction in the number of small business entities due to an increase in the number of large agricultural organizations, numerous barriers to participation in competitive grant programs, a low level of digital literacy of agricultural producers, etc. In order to solve the identified problems, a comparative and structural analysis of the development and support of small business forms was carried out using the example of countries demonstrating success (according to statistics and the level of development of the agro-industrial complex) in the field of agriculture. As a result of the adaptation of foreign experience in the functioning of peasant farms, scientifically sound recommendations have been developed aimed at strengthening the role of small business entities in ensuring sustainable rural development and food security, indicating responsible performers, approximate dates and amounts of financing. The implementation of the developed measures is aimed at fulfilling state tasks related to ensuring food security in the context of import substitution, as well as preventing a negative trend towards reducing the number of peasant farms, and at the same time ensuring the creation of equal starting opportunities for various forms of farming in the agricultural sector of Russia.
