THE RING OF UNIVERSITY POLICIES FORMING AN ECOSYSTEM OF INNOVATIONS IN THE REGION
Abstract
This article addresses the issue of how universities can develop effective mechanisms for the innovative development of regional economies, a topic actively discussed by scholars and practitioners in the context of substantiating methods for achieving national technological leadership. The purpose of the study is to examine the conditions under which a modern university can foster innovation in the region. The authors analyze the implementation of policies for selecting markets for inclusion in the regional technological renewal agenda, research and development (R&D) policies, educational and personnel policies, and internal financial and economic policies. Using a systems approach and the concept of an organizational ring of policies, which describes a management system in which internal rules, processes, and strategies are structured as a closed, interconnected structure, the article comprehensively examines the mechanisms for shaping a regional innovation and entrepreneurship environment based on interconnected management policies. It is noted that when forming a ring of policies for a university planning to develop a system of innovation and technological entrepreneurship in the region, a methodology for specifying the regional (university) matrix of the National Technology Initiative is important. The principles and priorities of each regional university policy are formulated. A ring of policies' matrix is presented, and a step-by-step process for transforming the ring of policies into mechanisms for creating a regional ecosystem of student technological entrepreneurship is constructed. The potential influence of the university's ring of policies on the emergence of a technopolis in the regional economy, which is the basis for scientific, technological, innovative, and entrepreneurial development in the region, is demonstrated. The results of the study enrich the methodology of university-regional interaction, develop concepts of regional economics, and ideas about the strategy for developing entrepreneurial universities.
