РАЗВИТИЕ ИНСТИТУТА ВЫСШЕГО ОБРАЗОВАНИЯ В ЦИФРОВОЙ ЭКОНОМИКЕ: БИЗНЕС-МОДЕЛЬ УНИВЕРСИТЕТА ЗАВТРАШНЕГО ДНЯ

Аннотация

Статья посвящена изучению развития института высшего образования в России в контексте становления цифровой экономики. Для написания статьи были использованы основные общенаучные методы познания (анализ, синтез, дедукция, сравнение, научная абстракция, логическое рассуждение, сбор фактов), применявшиеся при подготовке теоретико-методической основы исследования, и специальные экономические методы (аналитическая обработка качественных и количественных данных, проблемно-хронологический и историко-генетический методы научного познания, а также метод экспертных оценок) для изучения процессов трансформации бизнес-моделей университета с учетом актуальных вызовов и угроз, а также национальных приоритетов и целей становления цифровой экономики. Проведенное научное исследование показало, что цифровизация института высшего образования в России, по-прежнему, сводится к накоплению и передаче знаний заказчикам образовательных услуг; траекторию развития института высшего образования активно задают государственные программы; реформа института высшего образования в условиях цифровой экономики делает акцент на усилия государства по формированию суперсервисов выстраивания диалога между наукой, бизнесом и властью через технопарки, кластеры, особые экономические зоны, т.е. превалирует физическое воплощение сотрудничества. Основными концептуальными бизнес-моделями университета 4.0, созданного на базе лучших практик цифровой экономики, являются: 1) цифровой гигант; 2) стратегические партнерства; 3) Модель P&S (Poolling and Sharing, P&S). Рассмотренные в статье предложения по совершенствованию бизнес-модели университета с учетом влияния становления цифровой экономики могут быть использованы при разработке стратегий деятельности органов государственного управления в области образования и науки, а также реализации пилотных проектов по интеграции института высшего образования и бизнес-среды.
