LEGAL BASIS OF AIRPORT MANAGEMENT IN THE REPUBLIC OF AZERBAIJAN
Abstract
The aviation transport system, which is a complex hierarchical structure consisting of several interconnected subsystems and many interacting components, is of strategic importance for many developing countries. Along with other infrastructure sectors of the economy, the dynamically developing civil aviation of the Republic of Azerbaijan occupies an increasingly strong position every year, providing better opportunities for the country’s integration into the global transport system. At the same time, the conditions of growing competition in the air transport market require the use of innovative management solutions, in particular with regard to the activities of airports as an important component of the air transport system. In the legal system, the organization of airport operations must meet the requirements of a wide range of international, as well as national and corporate regulatory documents. The international legal system of civil aviation air services is defined by documents developed on the basis of international law, international air law, multilateral and bilateral treaties, international standards and recommendations of the International civil aviation organization (ICAO). As for national, sectoral and local legal norms, the study revealed that in many respects they are fragmentary, separate rules regarding certain aspects of the organization of airports have not been created, thus, there is no unified legal framework regulating the activities of airports in the Republic of Azerbaijan. In this regard, the need for effective law-making activities in order to update certain provisions of the national aviation legislation and, accordingly, the creation of a single legal base for the management of airports is determined.
