FEATURES OF MANAGING THE REGION’SINNOVATION POTENTIAL

Abstract

An actively developing economy dictates conditions for Russia's regions to continuously develop in order not to become an outsider of progress. Under the current conditions of limited resources, as well as the depletion of natural reserves, there is a need to develop a new, innovation-oriented paradigm for the socio-economic development of our country. Therefore, each entity needs to adapt quickly to the often changing new working and living conditions. This study substantiates the need to improve the existing mechanism for managing the region's innovation potential, and also proposes a new mechanism that allows the state, business structures and science to be equally involved in the process of the region’s innovation potential implementation. The state plays a significant role in the economic development of the country, including the innovation process. The main problem aspects related to innovation management are considered and a set of recommended measures for their elimination is developed. Despite the fact that the Russian Federation is rich in natural resources, there is a need for innovation in all areas of the economy to increase competitiveness in the global market. The essence of innovation potential is considered, as it is the foundation for ensuring sustainable development of the region, and special attention is paid to the key participants at the meso-level and their functional responsibilities. This study has been conducted on the basis of scientific works of domestic scientists using general formal-logical methods. As a result of the analysis, the mechanism of the region’s innovation potential implementation, which describes the full powers of the actors, divided into blocks to systematize and simplify the understanding of its work, has been developed.
