OPPORTUNITIES FOR THE DEVELOPMENT OF NON-PRIMARY EXPORTS IN THE CONTEXT OF THE NATIONAL PROJECT IMPLEMENTATION

Abstract

The development of the economy of the Russian Federation is largely connected with ensuring the competitiveness of the goods and services it produces. Having achieved highly competitive advantages, a commodity-manufacturer can expand the markets, including those outside the Russian Federation. Therefore, the implementation of projects associated with the international trade development, exports and international cooperation is of great importance for the development of the economy as a whole. The intensification of the international trade promotes the growth of welfare of population and manufacturers, as it provides the growth of income and employment. The authors analyze separate directions of foreign trade policy and possibilities of their influence on non-resource export development. This article examines the opportunities for Russian manufacturers to increase exports, taking the implementation of the "International Cooperation and Export" national project into account, as well as the federal and regional projects included in it. The article analyzes the implementation of export development projects both in the country as a whole and in a particular region – Kemerovo region-Kuzbass. The paper highlights those areas that have had the greatest impact on export growth. The authors critically analyze the approaches to project implementation in terms of project management methodology. The problems highlighted are typical for Russian regions, so the results can be useful for executive authorities to adjust the measures for supporting domestic and non-resource exports in particular. The authors have identified not only organizational problems, but also the methodological ones related to the classification of non-resource exports and the calculation of performance indicators for the implementation of projects. In the course of the study, bottlenecks in the implementation of projects have been identified and areas that should be taken into account when adjusting projects or initiating new ones have been outlined.
