NETWORK FORM OF RESOURCE EMPLOYMENT IN HIGHER EDUCATION

Abstract

The purpose of the study is to apply the organizational and legal approach in understanding and implementing the network form of employment of labor, technological and material resources in the implementation of network educational programs. The article presents the provisions on the implementation of network educational programs, on attracting educational partners’ resources on the network form of employment, including pedagogical workers and professional tutors. The theoretical and methodological, theoretical and legal and system approaches are applied in the paper. In approaching the discussion of practical issues on the development of network educational programs within the framework of implementing the Strategy 2030 target indicators, it seems necessary to begin with the study of the “network form of resource employment” category. Network educational programs are the objects of local-legal regulation and methodological developments, moreover, they are system-forming in the concept of network partnership. The effectiveness of the network form of educational activity in attracting technological, labor and material resources by minimizing and distributing costs is obvious. The social effect in the form of access to digital resources and education, when several educational institutions launch one network educational program, upon completion of which a “network” document of education with electronic (or paper) media is issued, is also noteworthy. If the colleagues of the Higher School of Economics National Research University (HSE) considered a double diploma of graduation from two higher educational institutions (universities), in our “network version” the sign of students’ affiliation is taken into account by enrolling its main form to the basic organization, which, under the network contract, has the right to issue an education document, and where the transfer is a secondary form of affiliation to another institution of higher education as a participating organization.
