INTEGRATION OF UNIVERSITY SCIENCE IN THE NATIONAL INNOVATION SYSTEM: PROBLEMS OF TECHNOLOGY TRANSFER AND COMMERCIALIZATION OF INNOVATIONS

Abstract

The paper analyses the current models and existing problems of technology transfer from university science to the real sector of economy. Mutual interest of business entities and universities is noted in terms of integrating the latter into the innovation system. The main approaches and models of this integration used in leading countries are considered, examples of the use of best practices in domestic companies and educational institutions are given. The level of innovative development of the Russian economy is analysed, definite conclusion is made about the numerous problems and difficulties that have arisen in connection with the special historical path of the country's development during recent decades on the basis of which the ongoing change of the model of the innovation process from a linear "Soviet" model to a branched one is called into question. Positive trends are noted in the form of increasing the budget funding for scientific developments and ongoing organizational changes in the education system. The conclusion is made about the insufficiency of the undertaken activities, which consists in financing, mainly, a small group of universities and the administrative nature of supporting the development of science and its promotion as a market product. Approaches to the financing of scientific research and the management of university science have been revised. The necessity of building a new system for stimulating scientific and technical activities based on the desire to commercialize the results of intellectual activity is substantiated.
