PERSONNEL CHALLENGES OF INDUSTRIAL AND INNOVATIVE DEVELOPMENT OF RUSSIAN REGIONS IN THE TRANSITION TO A NEW TECHNOLOGICAL ORDER

Abstract

According to Federal State Statistics Service, as of year-end 2022, a historically low unemployment rate of 3.9% was recorded in Russia. Many experts present this fact as a positive achievement that contributes to macroeconomic stability. However, according to the authors, the success in reducing the unemployment rate has a dual nature, both positive and negative. This article analyzes the causes and consequences of record low unemployment in Russia. Deficit in the labor market reduces the potential for growth of strategic sectors of the national economy. Given the uncertainty in the external environment, as well as internal challenges, the priority area for which it is necessary to train personnel is the innovative industrial sector. In addition, the authors indicate innovative and industrial development in the context of the transition to a new technological order as key. It is necessary in order to overcome the growing technological gap between Russia and developed countries. The paper analyzes the situation on the labor market of the regional economy, and focuses on its impact for industrial and innovative development. In addition, the key problems in the researched area are formulated. It is important to note that the concept of the Moscow region is used in the work, which unites the Moscow region and Moscow. In conclusion, the author's forecast of the development of the situation on the labor market in the regions of Russia and the Moscow region in particular is given; practical recommendations are formulated on the topic of the study.
