THE UNIVERSITY AS THE CORE OF REGIONAL SELF-DEVELOPMENT AT THE MESO-LEVEL IN THE INNOVATION SPIRAL
Abstract
The foundation of the economic development of the 21st century is the formation of a new knowledge-based society. Higher education institutions participating in the Priority 2030 program are becoming the center of the knowledge economy and, as subjects of innovative activity, have an impact on regional economic growth, thus forming Russia’s strategic sovereignty. The current global trend is an increase in the number and deepening of interactions between higher education institutions and the real sector of the economy. In the work, the activities of the main regional universities are analyzed as methodological and theoretical tools that allow the implementation of strategic projects for the development of regions and the country. The purpose of the work is to substantiate the activities of the University as the core of regional self-development in the innovation spiral. The main objectives of the study are to analyze the activities of universities as a source of innovation in the formation of an innovative spiral of regional development, as well as to analyze the economic definition of the "core of self-development at the meso-level" through the prism of innovative activities of supporting regional universities. A systematic approach, methods of analysis, generalization and synthesis of conceptual solutions are applied. The paper presents the author's interpretation of the innovation spiral of economic development, the author's approach is to rethink the activities and influence of universities as the core that shapes the development of the innovation spiral. The paper also proposes the conversion of advanced Western economic models, namely models of the triple and fifth spiral of innovative development, and the theory of domestic economic thought “the core of self-development at the meso-level”, developed by Academician of the Russian Academy of Sciences V.I. Mayevsky at the end of the last century. The formulated theoretical provisions of the study clarify and complement scientific knowledge about meso-level economic system, regional development and the economic innovation spiral of development.
