THE STATE OF THE LABOR MARKET IN THE CREATIVE INDUSTRIES AND THE TOURISM SECTOR OF THE KALININGRAD REGION
Abstract
In recent years, creative industries and domestic tourism have been actively developing in Russia, with their implementation occurring somewhat in parallel. However, the potential for their interaction in creating a tourist experience is increasingly being discussed both in academic circles and among tourism industry experts. This article presents the results of a study of creative industries and tourism from a labor market perspective, which is relevant given the shortage of skilled labor in several economic sectors. To achieve this goal, the theoretical section highlights studies that confirm the creative component in tourism services. The choice of the Kaliningrad Region as the study region is substantiated. The methodological basis for labor market analysis is based on a comparison of the list of creative industry groupings provided by the Russian Ministry of Economic Development with creative profession groups on the hh.ru platform. The hh-index is used as a comparative indicator, reflecting the level of competition for jobs, from extremely high to a labor shortage. The advantages and limitations of this approach to labor market analysis are outlined, and its applicability is substantiated. The study identified labor market trends and challenges in the creative industries and tourism. The analysis revealed an excessive increase in job seekers in certain industries amid a decline in job openings in 2025. Hypotheses and assumptions regarding cause-and-effect relationships were developed based on an analysis of the studies in this field; and potential areas for further research were outlined. A discussion was opened on possible future scenarios based on an analysis of current regional and national economic trends. There is one of the proposed approaches to be considered: to recruiting surplus personnel from creative industries to the tourism sector.
