SUPPORT FOR SMALL TECHNOLOGY COMPANIES AND OTHER KEY TRENDS IN SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT OF THE NOVGOROD REGION

Abstract

In the current environment of economic and political uncertainty, commercially oriented organizations are forced to respond flexibly and quickly to any changes. It is believed that small innovative businesses are more inclined to such operational adaptation, therefore, technologically developed countries rely on creating favorable conditions for its emergence and scaling. Currently, the Russian Federation also adheres to the position of active technological development through a new element of the high-tech sector of the economy in the Russian Federation - small technology companies (hereinafter - STC). Despite the lack of long-term practical domestic experience in this direction, the relevance of the development of technological entrepreneurship is increasingly raised in the works of foreign and Russian scientists. Based on the methodological base that these works and the current legislation have compiled, in this article the authors determined the conditions for the formation of economic policy in Russia in terms of STC, considered foreign experience in implementing state programs for the integrated development of small technological entrepreneurship on the example of China, analyzed the regulatory framework of the Russian Federation. On the example of the Novgorod region, key trends and trends in scientific and technological development were identified, including those contributing to the emergence of a new technological business in the region. The article also examines the basic criteria and methods of entering companies into the STC register and obtaining status by them. A general set of existing STC support measures has been made. The purpose of the article is to identify the interest of small technology businesses in existing measures to support STC The main methods of research were theoretical generalization of materials on topics, analysis of the regulatory framework and other information from official sources with further visualization of data, as well as a survey of respondents and analysis of their answers.  As a result, the authors revealed insufficient awareness of the target audience about the status of the STC its algorithms and advantages. It was also determined that not all STC support measures in force today are in demand. At the same time, the target audience offered other support measures in which companies are interested in obtaining STC status. The results of the study can be used to prepare information materials and distribute them among Russian technology companies, as well as form the basis for the necessary adjustments to existing software documents in terms of STC.
