GOALS, OBJECTIVES AND INSTRUMENTS OF NEOINDUSTRIALIZATION OF THE RUSSIAN ECONOMY
Abstract
In the context of modern economic transformations, the article provides an in-depth analysis of the process of neoindustrialization, which is considered as a key area of structural restructuring of the Russian economy. At the same time, special attention is paid to the methodological aspects of the study, which are based on an integrated approach that includes, on the one hand, a structural and functional analysis of institutional changes, and, on the other, a comparative assessment of relevant international experience. It is important to emphasize that the main focus of the work is on identifying systemic contradictions and identifying promising growth points in the process of technological transformation of the industrial complex. In addition, the authors have detailed the structure of the goals of neo-industrial policy, where, along with the general goal of technological sovereignty, the tasks of sectoral and regional development are consistently identified. Of particular scientific interest, without a doubt, is the proposed classification of neoindustrialization tools, which have been systematized according to the criterion of impact on various segments of the production and technological system. As for the comparative analysis of international practices, it covers specific cases of countries that have made a successful transition to a knowledge economy in the context of the fourth industrial revolution. At the same time, the mechanisms for coordinating government support, stimulating private investment in R&D, and building a digital infrastructure were thoroughly investigated. As a result, the identified patterns allowed the authors to develop differentiated recommendations for adapting the most effective models of neoindustrialization to the specifics of Russian economic realities. It should also be noted that the theoretical significance of the work lies primarily in the development of the conceptual foundations of neo-industrial transformation, while the practical value lies in the proposal of specific mechanisms for optimizing industrial policy, taking into account current global trends in technological development.
