TRANSFORMATION OF DEMOGRAPHIC POLICY TOWARDS CHANGING ECONOMIC CONDITIONS IN RUSSIA
Abstract
Successful economic growth and development of any state cannot be ensured without a sufficient number of labor resources. In this regard, the demographic situation in the country takes center stage, as the country's population and its size are the primary factors contributing to the successful economic development of the state. The citizens of the country are the primary source of labor resources, and their availability and qualifications are crucial for the development of the economy, shaping demand and stimulating entrepreneurship. The Russian Federation is the largest country in the world, but it currently faces severe demographic and socioeconomic challenges. The combination of low birth rates and high mortality rates has led to a steady decline in the country's population, which has caused problems in the consumer market, labor market, and the country's budget system, challenging the possibility of economic development. The subject of the study is demographic processes, patterns in the processes of population reproduction, the causes of changes in the demographic situation, demographic and migration policy. The article discusses theoretical approaches to the conceptual framework, gives an assessment of the current demographic situation in the country, examines the main problems and trends in the development of demographic and migration processes that are developing in the country, their influence and interrelation both between them and with economic growth. Analyzed and highlighted the factors of an unfavorable migration situation, as well as the risks and consequences of the violation of social balance and the ongoing demographic changes. The authors propose some directions, suggestions, and incentive measures that can have a positive impact on improving the demographic situation. In particular, they suggest considering the existing demographic problem comprehensively, taking into account both economic and sociocultural factors, so that the implementation of demographic policy results in not only maintaining the current level of CDR, but also in transitioning to growth and further maintaining positive dynamics.
