PROBLEMS OF DIGITIZATION IN HUMAN RESOURCES ASSESSMENT AND THE SEQUENCE OF THEIR SOLUTIONS

Abstract

Scientific work is devoted to identifying problems that arise during the digitalization of human resource assessment and is aimed at formulating an optimal sequence for solving problems. As part of the work, a hypothesis was put forward and tested stating that identifying a list of problems in the field of digitalization of human resources will make it possible to determine the optimal sequence for their solution. Scientific methods such as analysis, synthesis, induction, deduction, generalization, and classification were used to achieve the goal and test the hypothesis. The scientific basis of the study was the work of domestic and foreign researchers from Albania, Belarus, Germany, Indonesia, China, North Macedonia, the USA, and Pakistan. Based on the analysis of the scientific base, six problems of digitalization in human resource management were summarized and described: the problem of lack of qualified employees, methodological problems, problems of adaptation, problems of the lack of a unified state standard, the problem of hiding competencies, the problem of outdated technologies. Thanks to the use of a graphical scientific method, the optimal sequence for solving problems of digitalization in the assessment of human resources is depicted, which consists of four stages, starting with the stage of the creation of a unified state standard for assessing human resources and a unified, mandatory, state software and ending with the stage of reducing deliberate concealment and understatement employees at the actual level of their competencies, through the introduction of measures. The results obtained can be used by students and teaching staff in preparing and conducting classes in management disciplines. In practical activities, the results can be used by human resource management and personnel management services to develop a human resource management strategy and adjust the overall business strategy. The results obtained contribute to the intensive development of the economy, digitalization processes, and ensure the introduction and popularization of humanistic and flexible approaches to human resource management.
