STIMULATING ENVIRONMENTAL INNOVATIONS IN THE NON-GOVERNMENTAL SECTOR OF THE ECONOMY THROUGH REGIONAL FINANCIAL POLICY INSTRUMENTS

Abstract

The article examines the problems of ecological restoration, which are included in the field of state regulation, as they are the basis for the future well-being of society and the economy. Economic instruments of environmental policy are used to solve them. However, research on regional policy has not sufficiently studied the instruments of financial policy in the field of environmental protection and their impact and correlation with the results of environmental policy, including the strategy for stimulating environmental innovation in the non-governmental sector of the economy, which is a prerequisite for achieving a sustainable state of the region. In order to study these instruments, based on the state environmental protection programs of the Amur and Chelyabinsk regions, the environmental problems of these regions were identified, as well as financial instruments aimed at solving them, and their classification into groups was carried out: direct and indirect targeted, direct and indirect administrative. Based on this classification, the amounts of budget expenditures for each instrument are calculated in order to determine their impact on solving the environmental problem not only at the expense of the budget, but also to stimulate the introduction of environmental innovations by the non-governmental sector of the economy. According to the results of the study, the relationship between the structure of the tools used and the environmental results obtained has been revealed. There is a predominant emphasis on direct targeted tools, which contributes to the rapid resolution of acute environmental problems, but does not create long-term prerequisites for preventing new threats. Insufficient consideration of indirect tools that stimulate environmental innovation leads to a lack of motivation for the non-governmental sector to invest in advanced environmental technologies and practices.
