REGULATORY AND INSTITUTIONAL BASIS OF STATE POLICY IN THE FIELD OF TECHNOLOGICAL SOVEREIGNTY

Abstract

The problem of ensuring the technological sovereignty of the country to ensure sustainable development of the state and its ability to withstand external challenges, relying on its own technological solutions and developments, is of particular importance in the context of modern geopolitical realities and the increasing impact of sanctions on the economy of the Russian Federation (hereinafter referred to as the RF). The article is devoted to the analysis of regulatory legal acts that lay the foundation for the implementation of state policy in the field of technological sovereignty of the Russian Federation, as well as the study of institutional interaction of government bodies, specialized development institutions, scientific and educational institutions in ensuring the scientific and technological development of the Russian Federation. In the context of intensifying global competition and exponential technological progress, the study of institutional aspects of state policy aimed at ensuring technological sovereignty is of particular relevance. The mechanism for coordinating interaction between different levels of government, both at the horizontal and vertical levels of governance is of particular importance. Horizontal coordination is carried out through cooperation between ministries and departments within the framework of the implementation of joint projects and programs, which determines the need to form working groups and expert councils. Vertical coordination is based on the systematization of proposals generated by the Security Council of the Russian Federation and advisory structures under the President of the Russian Federation specializing in issues of scientific support and implementation of specific areas of socio-economic development. The study emphasizes the need to improve the institutional structure, which should be characterized by increased coordination between levels of government, the development of mechanisms for monitoring and evaluating the effectiveness of decisions, as well as the optimization of the technology transfer system and international cooperation in science and technology. Thus, the formation of an effective public administration system in the field of technological sovereignty is a complex task that requires the integration of traditional methods of state regulation with innovative approaches to managing the economy and society, which determines the need for further scientific research in this area.
